A new Credential Engine case study spotlights how the Tennessee Board of Regents (TBR) is leveraging linked open data to drive statewide innovation in skill recognition and student mobility through its Comprehensive Learner Record initiative (TBR CRED).

By integrating program-level competencies into the Credential Registry using the Credential Transparency Description Language (CTDL), TBR CRED enables students across Tennessee’s 37 public postsecondary institutions to access portable, verifiable records of their skills and achievements. These learner records go beyond traditional transcripts—capturing experiences inside and outside the classroom—and make them discoverable, sharable, and useful in real-world settings.

Tennessee’s work highlights the power of linked open data to support skill transparency, empower learners, and enable employers and educators to better understand what individuals know and can do. CTDL adds critical value by structuring competency data and connecting it to public tools like Credential Finder, creating a seamless experience for all stakeholders.
