Nick Moore

Board Member

Nick Moore serves as the Adult Education State Director at the Alabama Community College System. In this role, he oversees adult education programs serving learners across Alabama and works closely with education, workforce, economic development, and industry partners to align adult learning programs with the state’s workforce and economic development priorities.

Prior to joining the Alabama Community College System, Moore served as Acting Assistant Secretary for the Office of Career, Technical, and Adult Education (OCTAE) at the U.S. Department of Education, while concurrently serving as Deputy Assistant Secretary at the U.S. Department of Labor’s Employment and Training Administration. 

Under his leadership, the number of states submitting combined WIOA-Perkins plans more than doubled. Moore played a leading role in developing the regulatory framework for the Workforce Pell Grant program, helping establish a new pathway for Pell Grant eligibility for high-quality, short-term workforce training programs aligned with employer demand. He launched the first federal definition for talent marketplaces and spearheaded the Career Training Opportunity (CTO) Challenge, a national initiative designed to incentivize states to scale interoperable talent marketplaces that connect students and jobseekers with employment opportunities.

Before entering federal service, Moore served as Director of the Governor’s Office of Education and Workforce Transformation under Alabama Governor Kay Ivey. In that capacity, he led statewide efforts to align education and workforce systems, implement Alabama’s longitudinal data infrastructure, establish the state’s nationally recognized non-degree credential quality and transparency framework, and advance skills-based hiring and competency-based education initiatives. Under his leadership, Alabama developed and launched the nation’s first full-scale talent marketplaces, the Alabama Talent Triad.

A native of Enterprise, Alabama, Moore began his career as a Teach for America (TFA) Corps member in Lowndes County, Alabama where he taught secondary social studies, government, and economics at Central High School. Following his classroom service, he received a TFA Capitol Hill Fellowship and subsequently worked on education, healthcare, and workforce policy in the office of former U.S. Representative Martha Roby. He later served as Legislative Assistant to former U.S. Senator Luther Strange, covering education, labor, healthcare, and workforce issues.

Moore holds a Bachelor of Liberal Arts from Harvard University Extension School and a Master of Public Policy from Cornell University. He lives in Montgomery, Alabama, with his wife, Emily, and their son, Rexford.
