What We Do
Credential Engine provides a suite of web-based services that creates for the first time a Credential Registry to house up-to-date information about all credentials and skills, a common description language to enable credential comparability, and a platform to support customized applications to search and retrieve information about credentials.
Credential Engine currently works with a growing number of states, institutions, federal agencies, data partners, and global partners to support their efforts to make essential data about credentials and competencies open, transparent, and linked in order to better serve learners, workers, employers, and others. Credential Engine partners with national and state organizations with expertise in workforce, education and data advocacy, technical assistance organizations, employer and labor associations, and others to support policies that make credential transparency an enduring value in the marketplace.
Why We Do It
Through an increasing array of credentials – such as degrees, licenses, badges and apprenticeships – job seekers, learners, and workers have more options than ever to help them get ahead. Yet, there has never been an efficient way to collect, search, and compare credentials in a way that can be both universally understood and maintained in a manner that keeps up with the speed of change in the 21st century. With more than 1,000,000 unique credentials in the U.S. alone, and millions worldwide, this lack of information in the marketplace contributes to confusion and uninformed decision-making.
Overview of Credential Engine’s Navy Project
Credential Engine has supported the U.S. Navy in a workforce development digital transformation initiative for the past four years. The initial goal was to provide a scalable workforce development online tool to accommodate workforce information related to over 70 occupational fields. This work has expanded to include data integration across multiple data sources. The project demonstrated that performance and training tasks could be linked, and the data could provide decision-makers with valuable insights, such as determining budget requirements. Future potential Navy projects aim to improve the visibility and accessibility of training-related information utilizing CTDL and the Credential Registry.
Funding: This is a contract-funded position through September 2025. Continued employment is contingent upon renewed funding.
Security Clearance Requirement: Must be a U.S. citizen or a naturalized citizen of the United States and willing to submit to and pass a background check for a security clearance.
Primary Responsibilities
This position is responsible for the management, coordination, execution, and success of Credential Engine’s responsibilities for U.S. Navy projects, and other related projects as they develop. This position works directly with Credential Engine’s technical team designing, developing, and implementing technical requirements and solutions as well as with an external project team composed of multiple vendors with their own project responsibilities and government personnel.
- Project Management:
- Planning, requirements gathering, coordination, and execution of Credential Engine’s U.S. Navy project and related technical projects.
- Work directly with Credential Engine’s technical team for design and development of technical solutions.
- Conduct project management responsibilities, including ensuring the completion of all deliverables and managing stakeholder satisfaction.
- Experience with Agile methodologies and tools such as Azure DevOps.
- Leverage metrics and data analyses to guide future state of projects.
- Contribute to developing best practices for organizing and communicating operations.
- Explore possible new projects with federal agencies or other partners that leverage the successes of previous projects.
- Client and Stakeholder Engagement:
- Advocate for utilizing Credential Engine’s technologies including the Credential Transparency Description Language (CTDL) and Credential Registry.
- Serve as a subject matter expert for DoD acquisition program execution; provide advice on project costs, design concepts, design changes, and recommend possible improvements and upgrades to meet the client’s expectations.
- Coordinate with government stakeholders and Credential Engine personnel to define project scope and timelines.
- Facilitate meetings with cross-functional team members and network with internal and external stakeholders.
- Participate with and represent Credential Engine in customer engagements and working sessions determined by government personnel, overall project lead, and/or other identified project personnel.
- Prepare and present project briefings and demonstrations.
- Documentation and Technical Writing:
- Gather requirements and use cases to be translated to technical specifications determined by the Credential Engine technical team in collaboration with project personnel.
- Review, analyze, coordinate, and prepare responses/comments on system planning, design, and development documents.
- Provide technical writing support, creating release notes, developing online instructions, revising concepts of operations, standard operating procedures, use cases, and other documentation as needed.
- Coordination with Prime Contractor and Government Personnel:
- Ensure timely completion of project requirements, including obtaining DoD common access cards for project team members.
- Coordinate and track the team’s completion of prime contractor, Department of Defense, and Navy project participation requirements, such as cybersecurity training requirements and reports to the Prime contractor as required.
- Develop and provide a monthly project status to government personnel utilizing required reporting templates.
- Technical Support and Testing:
- Support client usability testing events, accessibility testing, and related documentation.
- Support the technical team in developing test cases and other information needed for technical requirements.
- Coordinate with government cybersecurity representatives in identifying required Security Technical Implementation Guides (STIGs) and implementation.
- Document and coordinate software testing.
- Support government data cleaning efforts to identify potential technical data quality dimension solutions.
Qualifications
- Must be a U.S. citizen or a naturalized citizen of the United States and willing to submit to and pass a background check for a security clearance.
- Minimum of seven years combined technical and project management experience.
- Expertise with project and change management methodologies and tools such as agile development and Azure DevOps.
- Demonstrated success in leading complex projects from concept to completion.
- Exhibit strong leadership, collaboration, and communication abilities.
- Demonstrate flexibility, an ability to work both independently and collaboratively.
- Ability to work effectively with cross-functional teams.
- Operating style suited to working in a small team environment where teamwork, creativity, and flexibility are valued.

Preferred Qualifications:
- DoD acquisition program management, with a significant portion in a leadership role.
- Current Government Security background check.
- Experience working on Department of Defense IT projects.
Work Environment and Physical Demands
- Work is primarily performed in remote, virtual environments.
- Visual and auditory acuity for extensive use of various forms of technology.
Compensation
A competitive package including salary and benefits (holidays, PTO, insurance coverage for health, dental, vision, life and disability, and a retirement plan) is available and is commensurate with experience and qualifications. The expected salary range is $95,000 – $120,000 annually.
Credential Engine is based in Washington, DC with most team members located around the country. All staff work remotely, with an option to utilize co-working space.
