This resource provides sample State policy language and examples of existing state policies on Credential Transparency from Connecticut, Alabama, Texas, Florida, and Colorado.

Core elements of credential data transparency that should be addressed in state policy:

  • To ensure the full value of linked, open and interoperable data, ground this work in broader policy goals, such as value, access, affordability, accountability, pathways, equitable outcomes, etc.
  • Include all credentials (diplomas, badges, certificates, certifications, licenses, apprenticeships, degrees of all types and levels) and skills delivered, issued, funded, authorized, overseen, or governed by the state/agency/entity.
  • Require the use of linked open data formats widely used in states and sectors that allow the search and comparison of such data to all credentials in the market, such as the credential transparency description language (CTDL) schema.
